How to choose for a Vision 2030 or UAE giga-project
- Default to P3M3 when governance is split across a portfolio owner, a programme director and multiple project directors — which is the typical GCC giga-project shape.
- Layer OPM3 when the Board or SMO wants to score strategy-to-execution alignment, not just delivery discipline.
- Use CMMI selectively for the IT / shared-service tower inside the programme.
- Use the PMO Maturity Cube to benchmark a single PMO office's role (strategic / tactical / operational) before you invest in a full P3M3 assessment.
